Well… on internet have a lot of material that you can use… what is exactly that you want to do? remember the reiki have three diferent levels, so maybe you need to start with level 1, that is healthing yourself and you familiy, so at this way you can understand the power of reiki on you life.

I am a Reiki master. I practise in England so I cannot teach you in Kuwait but here are some suggestions.
You can learn Reiki by distance learning and receive distant attunements or empowerments. Some people accept that these are effective and valid and some people do not. A very reputable organisation which offers distance training for Reiki is Reiki Evolution – I think their website is http://www.reikievolution.co.uk. They also offer short courses in the UK. They specialise in teaching original Japanese Reiki techniques and as well as offering you a manual they have cd roms and cassettes to listen to.
Of course, if you ask around the expatriate community in Kuwait you may find a Reiki master living there – they may not advertise classes or healing sessions but they might be willing to teach you one on one.
